Is there a good digital camcorder that has some sort tracking device to film a journalist without a camera operator?

you need to talk to the tv stations/cable that you intend to provide news for. most have very specific limitations on what format can be accepted. Some are still analog BetacamSP, some Panaconic DVCpro, some Sony DVcam, some JVC D9, and some cable channels take HD formats only. The closest to a universal standard for TV work is BetacamSP.

   A tracking device? No. Just put the camcorder on the tripod with the tripod handle pointing the same direction as the lens (so you can reach it), and turn the LCD panel toward you so you can see how the shot is framed.
