If you're referring to journalism, I don't think I'd be able to offer any advice, but if you're interested in creative writing:

Well, if you can't get published, then you've got to self-publish. make a few dozen/hundred hard-copies (there's a few good sites on bookbinding, and there's a handful of small independent publishers who'd be able to make a few small runs). Send them out to book reviewers and try to get yourself into some libraries (all libraries have an acquisitions specialist) that way you'll get read and reviewed, getting your name out there where people can see it. That'll be your 'clout' that you can use to get the attention (and advances) of major publishers.

e-publishing is another alternative, such as Livejournal or Blogger. The important thing is to get yourself read. Bands need demos, actors need auditions, animators have demo-reels, and photographers have portfolios. People need to see your skills. That's the most important piece of advice anyone's probably going to be able to give you.
References :
self-representing artist
